    so... is this like a golf or bowling handicap where people get "spotted" a number of kills to make it (more or less) a game of equals? Online anonymity could be an issue...

    The code (and associated document) focus on trying to determine a person's rating and assembling competitive matches based on that information. They could also be used for handicapping as you suggest, but that is a different problem set. Ratings are already computed and used in many online games (such as Starcraft or some XBox titles - Microsoft has a sophisticated ratings system), so whatever issues there are with anonymity are already being faced. The problem with the existing rating solutions is that that they either assume each player is playing independently, or that a team is a separate, continuing entity that gets its own persistent rating. None of the current solutions deal with how to give ratings to individual players when the players are only playing on "one-time" randomly created teams and only the team can win or lose.
